Place wax paper on a large cookie sheet. Spray with baking spray.
In a large saucepan combine sugar, salt, butter, and milk.
Bring to a gentle boil.
Once it starts boiling, set a timer for two minutes and boil for an additional 2 minutes, watching to make sure it doesn't boil over the pan.
At precisely two minutes, remove the pan from heat and stir in cocoa powder, quick oats, and vanilla extract.
Stir gently. Allow the mixture to cool in the pan for 5 minutes.
Using a wooden spoon, scoop and drop onto the prepared cookie sheet.
Press down lightly with the back of the spoon to flatten them.
For "neater" edges, gently nudge the sides of each cookie to help them be more round. As you can see, I was fine with the rough edges.
